Foreign Politics

The Foreign Policy Analysis Program (FPAP) was established by the Pristina Institute for Political Studies in 2014. The program aims to analyze and support Kosovo's Euro-Atlantic integration, producing studies on regional, European and global developments, as well as their effects on Kosovo's international position.

In a closer look, the program aims to reinforce the debate that serves Kosovo's full integration within the international system, to increase transparency in Kosovo's foreign policy towards citizens, to facilitate the policy-making process for decision-makers, and to enhance capacities of Kosovar diplomacy.

Through qualitative research the program is dedicated to serve as a bridge between Government officials, policymakers, citizens, diplomats, journalists, scholars, and others. The FPAP is the first and most prominent foreign policy research program in Kosovo.

On December 6, 2021 Mrs. Leonora Kryeziu, Director of PIPS and Mr. Sabri Kiçmari, General Director of the Diplomatic Academy have signed a memorandum of cooperation between the two institutions.

On October 26, PIPS held a roundtable discussion on "Turning the page towards a new chapter? Building trust between Kosovo and Serbia".

The discussion gathered politicians, former ambassadors and also Mrs. Sonja Biserko from the Helsinki Committee for Human Rights. The participants discussed the issue on the normalization of Kosovo-Serbia relations and the possibilities of building trust between the two countries.

Discussion on "Balkan regionalism 2021: SEFTA and Open Balkan"

15 September 2021

On 13 September PIPS held a closed discussion on "Balkan Regionalism 2021: SEFTA and Open Balkan" with stakeholders from the government, opposition and experts.

This event brought to the table the views of the parties on the SEFTA and Open Balkan agreements, and confronted the attitudes of key actors to measure the possibility for a unified stance of these actors on regional agreements.

This discussion stressed cautious action regarding:
- Unilateral initiative and positions vis-a-vis the need to strengthen interstate alliances and not to threaten the loss of strategic allies;
- Tendency to see the European Integration process as mutually exclusive from regional integration;
- Articulation of positions and unilateral initiative along with the need to create and strengthen interstate alliances and not to threaten the loss of strategic allies;
- Regional initiatives as a response to the stagnation of the region's European Integration process;
-The security of regional partnerships without equality of the parties and dealing with the past.

Since the declaration of independence in 2008, Kosovo has managed to become a member of several multilateral organizations, including the World Bank, the International Monetary Fund, as well as the Development Bank of the Council of Europe in 2013 and the Venice Commission in 2014. By submitting the request for membership to the Council of Europe on May 12, 2022, Kosovo started an important political process, thus opening a new chapter. There seems to be a long and difficult process involved in joining the Council of Europe. This brief policy note, therefore, provides an overview of Kosovo's application to the Council of Europe and briefly elaborates on Kosovo's strategy and multilateral relations with the Council of Europe.

Countries around the world have been hit by the phenomenon of violent extremism and foreign fighters, and the Western Balkans was no exception.

This policy analysis aims to shed light on how six Western Balkan countries have dealt with preventing and countering violent extremism (P/CVE). It is intended to be the third and final in a series on this issue. More specifically, this analysis provides a regional statistical comparison of convictions for terrorism and participation in foreign conflicts, as well as an overview of the challenges faced by the six Western Balkan countries in preventing and combating violent extremism.

Energy and Environment

PIPS has been engaged in research, capacity building and advocacy in the field of energy and the environment for a number of years. Since 2012 PIPS has been part of the Regional Public Dialogue Initiative, supported by the GIZ Open Regional Fund for South-East Europe-Energy Efficiency, which aims to raise public debate on energy efficiency and climate protection in the seven Balkan states.

During these years, PIPS has organized a number of events (parliamentary hearings, roundtables, workshops, regional exchanges) and has also published policy reports, contributing to public dialogue on the aforementioned topics, advocating to policy makers and increasing the awareness of media and NGOs, civil society, providing recommendations for next steps and enhancing regional and cross-sectorial cooperation.

In the period 2017-2020 PIPS has collaborated with members of the Kosovo Assembly, partners, energy and urban mobility experts, MPs from the region, and MEPs in carrying out a number of activities aimed at enhancing MP capacities and the growing debate on the topics of energy efficiency and urban mobility. Activities under this project have intensified discussions in the Assembly of Kosovo and between the Assembly and civil society on environmental protection, sustainable development, and the development of environmental policies in line with EU Directives and Kosovo's obligations as a contracting state in the Energy Community. This engagement initiated the discussion on the establishment of the Green Group of Deputies in the Assembly of Kosovo, which was achieved in April 2019.

Further, in 2019, recognizing the need for qualitative reporting by Kosovar media on issues of energy efficiency, sustainable energy and climate change, PIPS has begun implementing the project "Capacity Building of Kosovar Journalists in the Field of Energy and Environment".

"Photography" of the situation of energy use in Kurbin and Suharekë

The kick-off meeting of the project "Pathway towards an efficient use of local natural resources" took place on December 14, 2022 in Kurbin.

The purpose of this activity was to present the findings of the survey conducted over the last 3 months with families and businesses as well as interviews of various local actors in the municipalities of Kurbin and Suhareka with the aim of assessing the situation of energy consumption as well as the awareness of the actors different on "green transition".

Around 30 local authorities participated in this activity from Kurbin and Suharekë, representatives from local institutions, businesses, civil society, and media, as well as representatives from the IPA Joint Technical Secretariat, based in Lezhë.

To achieve the objectives set by our countries in the framework of sustainable development energy, all sectors of society must work together.

Kjo ngjarje rajonale u organizua në kuadër të Javës së Zhvillimit të Qëndrueshëm të Kosovës (KSDW).
Duke pasur parasysh rëndësinë e bashkëpunimit rajonal për axhendën e gjelbër dhe tranzicionin energjetik, kjo konferencë solli së bashku deputet, anëtarë të grupeve joformale parlamentare të gjelbra, përfaqësues të biznesit dhe shoqërisë civile nga vendet e rajonit (Shqipëria, Mali i Zi dhe Maqedonia e Veriut).

Qëllimi i konferencës ishte që të diskutoj mbi rëndësinë dhe rolin e parlamentit në implementimin e Agjendës së Gjelbër për Ballkanin Perëndimor, sfidat për një tranzicion të suksesshëm energjetik si dhe të ardhmen e bizneseve në përgatitjen për tranzicionin e gjelbër.

On December 1, PIPS concluded its one-year commitment as part of the Program for Journalists in the fields of Energy and Environment.

As part of this program, PIPS through the support of GIZ, during this year has held a seminar on energy and sustainable environmental planning, a workshop on environmental reporting and has organized a competition for the best articles on energy and environmental issues.

The invitation under this tender is dedicated for two local experts to develop the Local Action Plan on Energy Efficiency in Suhareka for the period 2023-2026. The Action Plan shall be built on the criteria of quantification of costs, emissions saved and identification of co-benefits.

The experts that will be involved in carrying out the implementation, strategy, manual, etc will be working jointly to share experience and ensure the CBC effect in both Kurbin and Suhareka.

Green businesses, also known as sustainable enterprises, aim to strike a balance between profit and resource sustainability.

Green groups and their role in the parliament’s green agenda

Once considered radical outsiders, the Greens are nowadays claiming an increasingly important role in mainstream politics, particularly in Europe.
Coupled with the urgency of climate change and the loss of support for traditional viewpoints, the Greens worldwide
have moved from single-issue environmental groups to inclusive political groups capable of developing and monitoring policies for key state institutions.

Thus, more and more people are supporting green policies, but who are the Greens, and what do they represent
in today’s politics? This Policy Brief aims to explain what the purpose of these green groups is and their role in the parliament's green agenda.

European integration

For PIPS, the integration of Kosovo and the entire Western Balkans region into the European Union is seen as a precondition for improving the lives of people and better-functioning of the institutions. For this reason, PIPS is actively involved in the process of fulfilling European standards by Kosovar institutions, through monitoring, providing recommendations or organizing capacity building trainings.

The purpose of this pillar is to the quick and effective implementation of Acquis Communautaire, as well as enhancing the capacities Kosovo institutions ready to fulfill their obligations that derive from this document. In the past PIPS worked on promoting the Stabilization and Association Agreement, while currently working on overseeing the implementation of European Reform Agenda (ERA) by the Kosovo institutions. For the implementation of the activities of this program PIPS cooperates with the EU Office in Pristina, the Ministry of European Integration (MEI), but also other organizations and institutions.

On October 14, PIPS held a roundtable discussion on "European Reform Agenda II", during which our latest publication "The beginning of a new ERA!" was presented.

Given the importance that ERA II now has on the path to EU integration and the necessary reforms for Kosovo, it is critical to overcome the obstacles previously experienced, therefore this publication provides an overview of the implementation of ERA 1 and provides recommendations for the implementation of ERA II.

Discussion on Public Administration Reform in Kosovo

On July 14, PIPS held a discussion on the progress of public administration reform in Kosovo.
The discussion brought together researchers, civil society representatives, government representatives and civil servants to talk about the stalemates and proper coordination for the progress of this much-needed reform.

The summary report on public administration reform, prepared by PIPS, was presented during this discussion.

Mrs. Venera Ramaj from the Embassy of the Kingdom of the Netherlands in Kosovo, Mr. Valon Gashi from the Office for Political Criteria at the Office of the Prime Minister and Mr. Demush Shasha from the EPIK Institute contributed to the panel.

The main points from the discussion were:
- Lack of political vision and will as well as political instability have impacted the stagnation of this reform;
- The digitalization of public administration should be given special emphasis as part of the reform and for the sake of the benefits that would follow;
- In order to create the momentum for the reform, the coordination between the local and central level should be strengthened;
- This reform should not be seen only as a condition by the EU but also as an opportunity for approximation with the EU.

Kosovo's prospects to join the WTO: A short evaluation of the decision-making routes

Since 2018, Kosovo has not applied for membership in any major international organization. Although expanding its presence in international organizations has been one of the main goals of Kosovo's foreign policy in the post-independence period, membership in the Venice Commission in 2014 remains the last major multilateral accession for Kosovo.

The Government Program 2021-2025 includes several commitments for multilateral accession. One of the most important commitments is to apply for membership in the World Trade Organization.

This policy note discusses Kosovo's prospects of joining this organization, in light of the functions and importance that this multilateral body plays for the global economy today.

The study focuses on the main events and policy developments that have dominated Kosovo's foreign relations, as well as the successes and challenges it faces in implementing key foreign policy goals. Aims to document key developments shaping Kosovo's bilateral diplomacy, dialogue with Serbia, recognition and membership in international organizations, and Euro-Atlantic integration.

Quality Governance

The Quality Governance Program designs and implements projects that monitor the policy-making, decision-making and implementation process from the Kosovo institutions. The program is focused on ensuring high quality governance through respecting democratic standards, thereby benefiting the public interest and life of citizens. By doing so, we work with both national and local levels. Since 2020, with the support of Kingdom of Netherlands Embassy, PIPS is overseeing the implementation of the Government Program by the Kosovo institutions, in partnership with Lëvizja FOL. Special emphasis is drawn to the areas of public administration, European Agenda priorities and rule of law.

What are Kosovo institutions doing to combat violent extremism?

On 8 December PIPS held a discussion regarding what Kosovo institutions are doing to tackle issues of violent extremism. This discussion was held as part of the Resilient Community Program (a consortium between Advocacy Training and Resource Center - ATRC, PEN - Peer Educators Network, Balkan Investigative Reporting Network and Prishtina Institute for Political Studies) supported by the Global Community Engagement and Resilience Fund - GCERF and USAID.

The panel was attended by Mrs. Ganimete Gërbovci from the Ministry of Internal Affairs, Mrs. Adelina Ahmeti from BIRN Kosovo, and Mr. Skënder Përteshi from the Kosovar Center for Security Studies - KCSS.

This discussion essentially addressed the combination of different measures taken by Kosovo institutions, also taking into account the views from the media and civil society.
