RAPORTI I KATËRT MONITORUES: STRATEGJIA E ENERGJISË E REPUBLIKËS SË KOSOVËS 2022-2031 (PERIUDHA 2024)

Instituti i Prishtinës për Studime Politike ka publikuar Raportin e Katërt Monitorues: Strategjia e Energjisë e Republikës së Kosovës 2022-2031, për periudhën 2025 (duke përfshirë edhe masat e paplotësuara të viteve paraprake). Raporti është bërë në kuadër të projektit ‘Rritja e llogaridhënies publike në procesin e integrimit evropian’, në bashkëpunim me Lëvizja FOL, i mbështëtur nga programi MATRA, i cili financohet nga Ambasada e Mbretërisë së Holandës në Kosovë.

Rezultatet e paraqitura në këtë raport janë nga të arriturat që institucionet përgjegjëse kanë treguar gjatë vitit 2025 për masat e viteve 2023, 2024, dhe 2025. Masat e monitoruara janë masat e dala nga Strategjia e Energjisë e Kosovës. Për monitorimin e zbatimit të Strategjisë së Energjisë së Kosovës 2022-2031, u adoptua një metodologji gjithëpërfshirëse dhe sistematike. Ky proces përfshiu mbledhjen e informacioneve të detajuara nga dokumenti i strategjisë, duke u fokusuar veçanërisht në rolet dhe përgjegjësitë e caktuara për institucionet e ndryshme për vitin 2025 (duke monitoruar edhe masat e pa plotësuara të viteve 2023 & 2024). Të dhënat u organizuan në formatin e një matrice, që shërben si një paraqitje vizuale, ku krahason progresin e pritshëm përballë atij aktual. Institucionet përkatëse u kontaktuan direkt, duke kërkuar përditësime mbi kontributet e tyre ndaj objektivave të përcaktuara. Informacionet e marra janë krahasuar me ato në Strategjinë e Energjisë.

THIRD MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2024)

The Energy Strategy of the Republic of Kosovo was approved by the Assembly of Kosovo on March 8, 2023.

This Strategy aims to address current challenges and lay the foundations for a future energy sector that will provide security of supply, clean energy, energy efficiency and active citizen participation. The strategy includes the integration of the electricity system of Kosovo in the regional and pan-European market, with special emphasis on the use of renewable energy sources (RE) and close cooperation with the Republic of Albania.
The Republic of Kosovo is at a key point in the development of its energy sector, guided by the Kosovo Energy Strategy 2022-2031. This strategy serves as a framework towards a sustainable, efficient and reliable energy system that supports the country's economic growth and improves the well-being of its citizens. In this context, PIPS monitors the implementation of the Energy Strategy, and this report is the third in a row. The monitoring report serves as another tool, becoming a comprehensive overview of their progress towards the strategy for the year 2024 (including the year 2023). The report aims to assess the distinct and common challenges throughout the years of implementation of the strategy.
