Kosovo enters the 2025–2030 period at a fragile crossroads. While progress has been made in aligning legal and institutional frameworks with EU standards, political polarization, social fragmentation, and regional and global uncertainty continue to challenge democratic development and social cohesion. Against this backdrop, the Prishtina Institute for Political Studies (PIPS) has adopted its Organizational Strategy 2025–2030, defining its priorities and role for the next five years.

The strategy was developed through a consultative and evidence-based process, including expert analysis, interviews with political and civil society stakeholders, and feedback from alumni of the School of Politics. This process confirmed both the urgency of addressing polarization and the continued relevance of PIPS as an independent platform for political education, dialogue, and leadership development.

Strategic Objective 1

Equip young professionals from diverse backgrounds with leadership skills and knowledge to become effective advocates for a progressive society

Persistent political volatility, polarization, and democratic backsliding underline the need for a new generation of principled, forward-looking leaders in Kosovo. Young professionals hold significant potential to shape a more cohesive and inclusive society, yet often lack opportunities to develop critical thinking, leadership, and dialogue skills. Many continue to operate within ideological and political bubbles, while interethnic interaction remains limited.

Building on its strong track record through the School of Politics (SPS), PIPS will further develop and adapt its political education programme to respond to these challenges. The School will remain the cornerstone of PIPS’ work, with updated curricula that place stronger emphasis on responsible leadership, social cohesion, effective communication, and transitional justice. Greater attention will be given to inclusivity, ensuring balanced participation across political, ethnic, gender, and professional backgrounds, as well as the use of participatory and practice-oriented learning formats.

Through these efforts, PIPS aims to strengthen leadership and policy-making skills, enhance empathy and mutual understanding among young leaders, and equip them to engage constructively in Kosovo’s socio-political life.

Strategic Objective 2

Provide inclusive platforms for young leaders to collaborate across divides

Kosovo’s society remains deeply divided along ethnic, political, and social lines, limiting trust, cooperation, and shared progress. Opportunities for sustained collaboration among young leaders from different backgrounds remain limited, and informal educational initiatives are often not followed by long-term engagement. Through this objective, PIPS will provide safe, inclusive, and dynamic platforms that enable young professionals to connect, exchange perspectives, and collaborate across divides. Central to this effort is the further development of PIPS’ Alumni Network, which includes more than 700 members and demonstrates strong interest in continued engagement. PIPS will strengthen alumni structures, promote follow-up activities, and pilot new engagement mechanisms such as mentoring, small grants, and collaborative initiatives. At the same time, the organization will deepen exchanges within Kosovo and across the Western Balkans, supporting regional cooperation and firsthand engagement that fosters understanding, trust, and long-term professional relationships.

These platforms are intended to maximize the alumni network’s contribution to social cohesion, promote collaboration across communities, and support young leaders as agents of positive change.

Strategic Objective 3

Foster productive political debates and interparty dialogue while promoting inclusive, accountable governance on critical issues facing Kosovo

Political polarization in Kosovo extends beyond ethnic divisions and increasingly characterizes relations between political parties, contributing to weak dialogue, stalled reforms, and eroding public trust in institutions. This environment undermines effective governance and slows progress toward EU integration. PIPS will address these challenges by facilitating inclusive, solution-oriented political dialogue on key governance and reform issues. Drawing on its experience as a neutral convener, PIPS will create safe spaces for respectful debate and consensus-building, supported by careful preparation, facilitation, and follow-up. Dialogue processes will be complemented by research and policy analysis to ensure that discussions lead to concrete, evidence-based recommendations. PIPS will also support collaboration among political actors, civil society, and alumni initiatives aimed at translating dialogue into practical governance reforms.

Through this combined focus on dialogue and policy substance, PIPS seeks to contribute to more accountable governance, stronger interparty cooperation, and increased public trust in democratic institutions.
