The survey, “International Politics and Political Parties: The Perceptions of Kosovar Citizens” was undertaken by the Prishtina Institute for Political Studies (PIPS) for the first time in 2019. The survey is supported by the Konrad Adenauer Stiftung (KAS) and will be conducted annually, under the PIPS Program for Foreign Policy Analysis. 

Targeting rural energy poverty through renewable energy in developing countries -  Literature review and recommendations

Having access to energy is associated with better health services, education and more developed industries. Due to the remoteness of rural areas, these communities often do not have access to modern energy sources and are not connected to energy grids. This contributes to poverty, lack of health services, and low education levels. Using literature review and case studies, this paper will look at the connection between energy and development, the challenges of energy access for rural areas, and how and if RET projects can be designed to tackle energy poverty in these areas.

This monitoring report reviews the achievements of the institutions throughout 2018, nonetheless, we have published monitoring reports for the six- and nine-month monitoring period. In order to give a clear picture of the state and process of ERA implementation, this study focuses on elaborating the methodology and results of the monitoring process, analyzing the current state of the achievements and shortcomings of institutions, as well as providing conclusions and recommendations.

European Reform Agenda Monitoring Report January - September 2018

This monitoring report aims to assess the achievements and setbacks as part of the implementation of the European Reform Agenda. It is focused on the evaluation of Kosovo institutions in the implementation and enforcement of ERA measures and actions. The three organizations involved in preparing this report: PIPS, GLPS and GAP Institute, have continuously monitored the process intensively in the respective ministries and have summarized their assessments which are identified in this report. This paper fully shows all the progress and stagnation by the Government of Kosovo during 2018. Most importantly, this paper serves as a mechanism for raising awareness of the Government and citizens of the Republic of Kosovo in relation to European integration and the performance of state institutions.

Annual Review of Kosovo's Foreign Affairs was first published in 2018. This report combines a descriptive and analytical approach thus discussing all important parts of foreign policy and the international recognition process during 2018, including bilateral recognitions, multilateral integration, EU integration, dialogue on the normalization of relations with Serbia and the internal functioning of foreign policy institutions.

Policy Paper: Law on Foreign Service and its implementation

This policy paper discusses the structure and content of the Law on Foreign Policy of the Republic of Kosovo and its implementation, and it consists of two chapters. The first chapter focuses on the content and structure of this law, identifying gaps and recommending specific amendments in it, with a view to improving the functioning of the Foreign Service, thus in implementation of this law. The second chapter discusses implementation of this law by analyzing the policy and institutional framework for its implementation, also providing recommendations for overcoming the challenges in implementation of this law and in the functioning of the Foreign Service.

A critical review of the organization and implementation of Kosovo's foreign policy

This short paper provides an analytical and critical review of the Ministry of Foreign Affairs of the Republic of Kosovo in the context of institutional functioning as well as the implementation of foreign policy.This analysis identifies some general challenges of Kosovo's foreign policy, as well as specific challenges in the implementation of foreign policy and challenges in the functioning of the MFA.
