Foreign Politics

The Foreign Policy Analysis Program (FPAP) was established by the Pristina Institute for Political Studies in 2014. The program aims to analyze and support Kosovo's Euro-Atlantic integration, producing studies on regional, European and global developments, as well as their effects on Kosovo's international position.

In a closer look, the program aims to reinforce the debate that serves Kosovo's full integration within the international system, to increase transparency in Kosovo's foreign policy towards citizens, to facilitate the policy-making process for decision-makers, and to enhance capacities of Kosovar diplomacy.

Through qualitative research the program is dedicated to serve as a bridge between Government officials, policymakers, citizens, diplomats, journalists, scholars, and others. The FPAP is the first and most prominent foreign policy research program in Kosovo.

Seminari i III-të i Gjeneratës së 22-të së Shkollës Politike - Politika e Jashtme dhe Siguria Nacionale

Gjatë fundjavës (28-30 Qershor), Shkolla Politike organizoi seminarin e tretë për gjeneratën e saj të 22-të. Tema e seminarit të III-të ishte Politika e Jashtme dhe Siguria Nacionale. Vikendi ishte i mbushur me ligjërata/diskutime të rëndësishme nga përfaqësues të ndryshëm, të cilët diskutuan gjerësisht rreth Politikës së Jashtme, Sigurisë Nacionale dhe rolin e Kosovës në këtë fushë. Ishte një fundjavë e mbushur me diskutime interaktive, ligjërata interesante dhe momente dinamike!

Diskutimet gjatë seminarit ishin frytdhënëse dhe të dobishme për të gjithë pjesëmarrësit. Jemi mirënjohës për kontributin e të gjithë ligjëruesve, moderatorëve dhe pjesëmarrësve në suksesin e këtij seminarit.

Seminar II of the School of Politics on Transitional Justice and its Mechanisms

In the 2024 edition of the School of Politics, PIPS introduced a seminar focusing on dealing with the past and transitional justice.

This weekend (10-12 May), PIPS held the second seminar of the School of Politics, which was also the inaugural seminar on Transitional Justice. The seminar aimed to shape future leaders to be open-minded and inclusive, engage with policy matters and understand the importance of addressing past conflicts. Participants learned about truth commissions, criminal prosecutions, reparations, and institutional reforms as tools to prevent the recurrence of past injustices. The seminar explored the complexities of addressing historical injustices and balancing accountability with reconciliation.

The activity was made possible with the assistance of the regional project “EU Support for Confidence Building in the Western Balkans”, which is financed by the European Union (EU) and implemented by the United Nations Development Programme (UNDP).

U izdanju Škole politike za 2024. godinu, PIPS je uveo seminar koji se fokusira isključivo na suočavanje s prošlošću i tranzicionu pravdu.

Ovog vikenda (10-12. maj) PIPS je održao drugi seminar Škole politike, koji je ujedno bio i inauguracioni seminar o tranzicionoj pravdi. Seminar je imao za cilj da oblikuje buduće lidere da budu otvoreni i inkluzivni, da se bave političkim pitanjima i razumeju važnost rešavanja prošlih sukoba. Učesnici su naučili o komisijama za istinu, krivičnim gonjenjima, reparacijama i institucionalnim reformama kao alatima za sprečavanje ponavljanja prošlih nepravdi. Seminar je istraživao složenost rješavanja istorijskih nepravdi i balansiranja između odgovornosti i pomirenja.

Aktivnost je omogućena uz pomoć regionalnog projekta „Podrška EU za izgradnju poverenja na Zapadnom Balkanu“, koji finansira Evropska unija (EU), a sprovodi Program Ujedinjenih nacija za razvoj (UNDP).

From March 22nd to March 24th, the next generation of potential future leaders embarked on an energetic journey during our first seminar. It was a weekend filled with insightful discussions, valuable lessons, and memorable moments that truly summarized the essence of political education and community building. 

Throughout the seminar, the energy was evident, fueled by lively discussions, positive vibes, and meaningful networking opportunities. We are hugely grateful to all our speakers, moderators, and participants for contributing to the success of this seminar.

Energy and Environment

PIPS has been engaged in research, capacity building and advocacy in the field of energy and the environment for a number of years. Since 2012 PIPS has been part of the Regional Public Dialogue Initiative, supported by the GIZ Open Regional Fund for South-East Europe-Energy Efficiency, which aims to raise public debate on energy efficiency and climate protection in the seven Balkan states.

During these years, PIPS has organized a number of events (parliamentary hearings, roundtables, workshops, regional exchanges) and has also published policy reports, contributing to public dialogue on the aforementioned topics, advocating to policy makers and increasing the awareness of media and NGOs, civil society, providing recommendations for next steps and enhancing regional and cross-sectorial cooperation.

In the period 2017-2020 PIPS has collaborated with members of the Kosovo Assembly, partners, energy and urban mobility experts, MPs from the region, and MEPs in carrying out a number of activities aimed at enhancing MP capacities and the growing debate on the topics of energy efficiency and urban mobility. Activities under this project have intensified discussions in the Assembly of Kosovo and between the Assembly and civil society on environmental protection, sustainable development, and the development of environmental policies in line with EU Directives and Kosovo's obligations as a contracting state in the Energy Community. This engagement initiated the discussion on the establishment of the Green Group of Deputies in the Assembly of Kosovo, which was achieved in April 2019.

Further, in 2019, recognizing the need for qualitative reporting by Kosovar media on issues of energy efficiency, sustainable energy and climate change, PIPS has begun implementing the project "Capacity Building of Kosovar Journalists in the Field of Energy and Environment".

"Photography" of the situation of energy use in Kurbin and Suharekë

The kick-off meeting of the project "Pathway towards an efficient use of local natural resources" took place on December 14, 2022 in Kurbin.

The purpose of this activity was to present the findings of the survey conducted over the last 3 months with families and businesses as well as interviews of various local actors in the municipalities of Kurbin and Suhareka with the aim of assessing the situation of energy consumption as well as the awareness of the actors different on "green transition".

Around 30 local authorities participated in this activity from Kurbin and Suharekë, representatives from local institutions, businesses, civil society, and media, as well as representatives from the IPA Joint Technical Secretariat, based in Lezhë.

To achieve the objectives set by our countries in the framework of sustainable development energy, all sectors of society must work together.

Me datë 20 qershor, PIPS në mbështetje nga Bashkimi Evropian mbajti Konferencën Rajonale “Bashkëpunimi Rajonal dhe Agjenda e Gjelbër për Ballkanin Perëndimor”.
Kjo ngjarje rajonale u organizua në kuadër të Javës së Zhvillimit të Qëndrueshëm të Kosovës (KSDW).
Duke pasur parasysh rëndësinë e bashkëpunimit rajonal për axhendën e gjelbër dhe tranzicionin energjetik, kjo konferencë solli së bashku deputet, anëtarë të grupeve joformale parlamentare të gjelbra, përfaqësues të biznesit dhe shoqërisë civile nga vendet e rajonit (Shqipëria, Mali i Zi dhe Maqedonia e Veriut).

Qëllimi i konferencës ishte që të diskutoj mbi rëndësinë dhe rolin e parlamentit në implementimin e Agjendës së Gjelbër për Ballkanin Perëndimor, sfidat për një tranzicion të suksesshëm energjetik si dhe të ardhmen e bizneseve në përgatitjen për tranzicionin e gjelbër.

This policy brief is structured to provide a comprehensive analysis of the Energy Strategy. In this publication, we have an overview of the content, structure and formal aspects of the Energy Strategy. Then, the analysis of its alignment with the EU membership requirements continues and it is assessed how much it meets the specific needs of Kosovo. Recommendations for necessary improvements are then provided before conclusions are drawn regarding possible future developments in the Energy Strategy.

This activity was part of the project "Increasing Public Accountability in the European Union Integration Process", funded by the MATRA program from the Kingdom of the Netherlands.

MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2023)

The Prishtina Institute for Political Studies has published the Monitoring Report: Energy Strategy of the Republic of Kosovo 2022-2031, for the period 2023. The report was made within the project 'Increasing public accountability in the process of European integration', in cooperation with the FOL Movement, supported by the MATRA program, which is financed by the Embassy of the Netherlands in Kosovo. The monitored measures are the measures taken from the Kosovo Energy Strategy for the period 2022 and 2023. The report aims to evaluate achievements and identify challenges during the years 2022 and 2023 of the implementation of the strategy.

European integration

For PIPS, the integration of Kosovo and the entire Western Balkans region into the European Union is seen as a precondition for improving the lives of people and better-functioning of the institutions. For this reason, PIPS is actively involved in the process of fulfilling European standards by Kosovar institutions, through monitoring, providing recommendations or organizing capacity building trainings.

The purpose of this pillar is to the quick and effective implementation of Acquis Communautaire, as well as enhancing the capacities Kosovo institutions ready to fulfill their obligations that derive from this document. In the past PIPS worked on promoting the Stabilization and Association Agreement, while currently working on overseeing the implementation of European Reform Agenda (ERA) by the Kosovo institutions. For the implementation of the activities of this program PIPS cooperates with the EU Office in Pristina, the Ministry of European Integration (MEI), but also other organizations and institutions.

* njohjen politike të së drejtës për një mjedis të pastër, të shëndetshëm dhe të qëndrueshëm si një e drejtë e njeriut;
* promovimin e të drejtave sociale në Evropë përmes Kartës Sociale, etj.

On October 14, PIPS held a roundtable discussion on "European Reform Agenda II", during which our latest publication "The beginning of a new ERA!" was presented.

Given the importance that ERA II now has on the path to EU integration and the necessary reforms for Kosovo, it is critical to overcome the obstacles previously experienced, therefore this publication provides an overview of the implementation of ERA 1 and provides recommendations for the implementation of ERA II.

Quality Governance

The Quality Governance Program designs and implements projects that monitor the policy-making, decision-making and implementation process from the Kosovo institutions. The program is focused on ensuring high quality governance through respecting democratic standards, thereby benefiting the public interest and life of citizens. By doing so, we work with both national and local levels. Since 2020, with the support of Kingdom of Netherlands Embassy, PIPS is overseeing the implementation of the Government Program by the Kosovo institutions, in partnership with Lëvizja FOL. Special emphasis is drawn to the areas of public administration, European Agenda priorities and rule of law.

"Të drejtat për komunitetet rurale (MRRC)" është një program gjashtëmujor i implementuar nga Instituti i Prishtinës për Studime Politike, i mbështetur nga CDF – Community Development Fund dhe GLPS – Grupi për Studime Juridike Politike, pjesë e projektit JustReact që financohet nga Bashkimi Evropian. Objektivi parësor i programit është fuqizimi dhe përkrahja e komuniteteve rurale dhe të largëta, veçanërisht në komunat e Dragashit, Kaçanikut, Hanit të Elezit, Shtërpcës dhe Deçanit, në kuadër të rajonit të Prizrenit, Pejës dhe Ferizajt. PIPS, së bashku me një ekip ekspertësh udhëton në këto komuna për të ofruar një sesion informues, duke ofruar mbështetje dhe konsultime mbi temat thelbësore të të drejtave të njeriut, duke përfshirë diskriminimin, dhunën gjinore dhe aksesin në drejtësi.

"Photography" of the situation of energy use in Kurbin and Suharekë

The kick-off meeting of the project "Pathway towards an efficient use of local natural resources" took place on December 14, 2022 in Kurbin.

The purpose of this activity was to present the findings of the survey conducted over the last 3 months with families and businesses as well as interviews of various local actors in the municipalities of Kurbin and Suhareka with the aim of assessing the situation of energy consumption as well as the awareness of the actors different on "green transition".

Around 30 local authorities participated in this activity from Kurbin and Suharekë, representatives from local institutions, businesses, civil society, and media, as well as representatives from the IPA Joint Technical Secretariat, based in Lezhë.

To achieve the objectives set by our countries in the framework of sustainable development energy, all sectors of society must work together.

Me datë 20 qershor, PIPS në mbështetje nga Bashkimi Evropian mbajti Konferencën Rajonale “Bashkëpunimi Rajonal dhe Agjenda e Gjelbër për Ballkanin Perëndimor”.
Kjo ngjarje rajonale u organizua në kuadër të Javës së Zhvillimit të Qëndrueshëm të Kosovës (KSDW).
Duke pasur parasysh rëndësinë e bashkëpunimit rajonal për axhendën e gjelbër dhe tranzicionin energjetik, kjo konferencë solli së bashku deputet, anëtarë të grupeve joformale parlamentare të gjelbra, përfaqësues të biznesit dhe shoqërisë civile nga vendet e rajonit (Shqipëria, Mali i Zi dhe Maqedonia e Veriut).

Qëllimi i konferencës ishte që të diskutoj mbi rëndësinë dhe rolin e parlamentit në implementimin e Agjendës së Gjelbër për Ballkanin Perëndimor, sfidat për një tranzicion të suksesshëm energjetik si dhe të ardhmen e bizneseve në përgatitjen për tranzicionin e gjelbër.

Consultancy Open Call:

Prishtina Institute for Political Studies (PIPS), in collaboration with PeaceNexus Foundation, is engaging in an internal strengthening process through a conflict-sensitive strategy development process. With a commitment to advancing social cohesion and nurturing the growth of open-minded and democratic leadership, PIPS is determined to align its strategic direction with the evolving political landscape of Kosovo.

To achieve this, PIPS wants to engage in a participatory process and is seeking a consultant or team of consultants that can provide facilitation, analytical, and write-up support on the following work strands:

Work strand 1: Context analysis

Work strand 2: Strategy development

MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2023)

The Prishtina Institute for Political Studies has published the Monitoring Report: Energy Strategy of the Republic of Kosovo 2022-2031, for the period 2023. The report was made within the project 'Increasing public accountability in the process of European integration', in cooperation with the FOL Movement, supported by the MATRA program, which is financed by the Embassy of the Netherlands in Kosovo. The monitored measures are the measures taken from the Kosovo Energy Strategy for the period 2022 and 2023. The report aims to evaluate achievements and identify challenges during the years 2022 and 2023 of the implementation of the strategy.
