This study addresses the essence of state-society relations in Kosovo, that of political obligations. Combining an original analytical framework with rich empirical evidence, the study finds that political obligations are highly connected with the extent to which people's needs are met, their rights recognized and protected, and their agency and capabilities enabled. As this study illustrates, the intersection of these aspects provide the essential ingredients for an active and critical citizenry in Kosovo. Current political and socioeconomic conditions in Kosovo speak of the fragile state-society relations evident with resilience, informality, public distrust, as well as more proactive forms of citizen resistance and disobedience. An overcoming of this complex relationship requires changing in how people perceive the state, which should be as a joint commitment and common good, and how the state sees the society, which should be the source of legitimacy and democratic representation.

On July 7, the Pristina Institute for Political Studies (PIPS) published the policy analysis "Rationalization of Independent Agencies and Regulators in Kosovo". The analysis drafted after a period of several months of research provides an overview of the current situation of public administration reform, namely the implementation of the rationalization of independent, executive and regulatory agencies.

Discussion and publication of the analysis on the second phase of rationalization of agencies and regulators in Kosovo

On November 25, PIPS published the analysis on the second phase of rationalization of agencies and regulators in Kosovo. Together with representatives from key institutions involved in this reform - the assembly, the ministry of public administration and the agencies we discussed the opportunities for the second phase.

As part of the political priorities agreed between Kosovo and the EU in 2016, for the implementation of the Stabilization and Association Agreement, the implementation of the first phase of this reform has not been completed, and consequently there are delays in the implementation of the second phase, which according to the action plan for the implementation of the whole reform, was intended to be completed by the end of this year.
