The effects of the pandemic in the field of foreign policy will be massive. Covid-19 has had a serious impact in the relations and communication between states, given that it has transformed the manner in which daily diplomacy is conducted. This policy notes problematizes an aspect which has already produced consequences, that is the reduction of the physical interacion and meetings between state representatives. The closing of borders and limited movement at the global level, has implied that official visits had to be canceled or postponed, while the diplomatic meetings have passed in the realm of virtual platforms.

The purpose of this edition of the survey is to provide data and results on public perceptions of Kosovar citizens for the three following aspects: 1. International politics and international actors, providing data on perceptions of Kosovar citizens on international politics and regional and global actors, including states and international organizations; 2. Kosovo's foreign policy and international position, which provides data on citizens' perceptions on Kosovo's international position and Kosovo's foreign policy institutions; 3. The Kosovo-Serbia dialogue process, more precisely the perceptions of Kosovar citizens about eventual options for a final agreement and their expectations from this process.

THIRD MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2024)

The Energy Strategy of the Republic of Kosovo was approved by the Assembly of Kosovo on March 8, 2023.

This Strategy aims to address current challenges and lay the foundations for a future energy sector that will provide security of supply, clean energy, energy efficiency and active citizen participation. The strategy includes the integration of the electricity system of Kosovo in the regional and pan-European market, with special emphasis on the use of renewable energy sources (RE) and close cooperation with the Republic of Albania.
The Republic of Kosovo is at a key point in the development of its energy sector, guided by the Kosovo Energy Strategy 2022-2031. This strategy serves as a framework towards a sustainable, efficient and reliable energy system that supports the country's economic growth and improves the well-being of its citizens. In this context, PIPS monitors the implementation of the Energy Strategy, and this report is the third in a row. The monitoring report serves as another tool, becoming a comprehensive overview of their progress towards the strategy for the year 2024 (including the year 2023). The report aims to assess the distinct and common challenges throughout the years of implementation of the strategy.

Udhëzuesi për shërbimet digjitale komunale - Komuna e Suharekës

Instituti i Prishtinës për Studime Politike (PIPS), në bashkëpunim me Komunën e Suharekës, ka realizuar një manual praktik për përdorimin e shërbimeve digjitale në këtë komunë.

Ky udhëzues ofron informata të detajuara mbi mënyrën e përdorimit të platformave si eKosova dhe Ndreqe.com, të cilat janë identifikuar si shërbimet më të përdorura nga qytetarët, bazuar në një anketë të fundit. Anketa ka evidentuar sfidat që qytetarët hasin në përdorimin e faqes së komunës dhe ka reflektuar nivelin e kënaqësisë së tyre me shërbimet online, duke nxjerrë në pah edhe mënyrat e preferuara të informimit rreth tyre.

Ky projekt synon të rrisë transparencën dhe të fuqizojë zyrtarët publikë në përputhje me Reformën e Administratës Publike dhe si aktivitet të fundit, kishte krijimin e këtij manuali që adreson nevojat e qytetarëve dhe lehtëson qasjen e tyre në shërbime.

Manuali është prodhuar në kuadër të projektit “WeBER 3.0” për Reformën e Administratës Publike në Ballkanin Perëndimor. WeBER zbatohet nga Think for Europe Network (TEN) dhe Qendra për Kërkime në Administratën Publike (KDZ). PIPS është një nga përfituesit e WeBER 3.0 në kuadër të Local PAR Citizen Engagement Small Grant Facility 2024/2025. Projekti financohet nga Bashkimi Evropian dhe Agjencia Austriake për Zhvillim (ADA). Përmbajtja e këtij manuali reflekton pikëpamjet e autorëve dhe nuk pasqyron domosdoshmërisht ato të BE-së, ADA-s, TEN-it apo KDZ-së.
