The Prishtina Institute for Political Studies (PIPS), in cooperation with Demo Finland, hosted a Finnish delegation in Pristina during its visit on 27–29 September 2026. The visit provided opportunities for exchanging experiences and discussing parliamentary functioning, inter-party dialogue, and strengthening a culture of political cooperation.
As part of the visit, PIPS organised a dialogue between Members of the Assembly of Kosovo and the Finnish parliamentary delegation, focusing on parliamentary functioning, government–opposition cooperation, inter-party dialogue, and the exchange of experiences between the two countries.
The meeting brought together MPs Time Kadrijaj (AAK), Krenare Çerkini (LVV), Ariana Musliu-Shoshi (PDK), Janina Ymeri (LDK) and Albana Bytyqi (AAK), alongside Pihla Keto-Huovinen, Member of the Finnish Parliament and Chair of the Demo Finland Board; Krista Mikkonen, Member of the Finnish Parliament and Vice Chair of the Demo Finland Board; and Anu Juvonen, Executive Director of Demo Finland.
The discussion focused on the experiences of the two parliaments and how political dialogue, inter-party cooperation, and compromise can contribute to the functioning of democratic institutions.
As part of the visit, PIPS and Demo Finland also organised the open discussion “Democratic Resilience in Times of Polarization: Perspectives from Finland and Kosovo”, bringing together participants and alumni of the School of Politics.
Drawing on the Finnish experience, the discussion addressed parliamentary culture, government formation, coalition negotiations, and the role of compromise in fostering political cooperation. Participants also discussed practices that may offer lessons for Kosovo in strengthening trust between the governing majority and the opposition, maintaining democratic dialogue, and developing cooperation between political institutions and civil society.
Particular attention was given to the role of women and young leaders in developing a more cooperative political culture.
Perspectives and experiences were shared by Anu Juvonen, Executive Director of Demo Finland; Pihla Keto-Huovinen, Chair of the Demo Finland Board and Member of the Finnish Parliament; and Krista Mikkonen, Vice Chair of the Demo Finland Board and Member of the Finnish Parliament.
The visit provided an opportunity to further strengthen exchanges between Kosovo and Finland and to discuss how dialogue, compromise, and cooperation can contribute to resilient institutions and a more cooperative political culture.
PIPS thanks the Finnish delegation, Members of the Assembly of Kosovo, participants, and alumni of the School of Politics for an open and valuable exchange of experiences.
