Public Opinion in the Capital: Assessment of Satisfaction with Municipal Services

March 2022

This policy analysis aims to assess the performance of the municipality of Pristina during the past term, based on a survey on public satisfaction with municipal services.

To do this, the Pristina Institute for Political Studies has conducted a survey through UBO Consulting among the residents of Pristina. The survey provides information on both the respondents' personal characteristics and their perceptions. Unsurprisingly, the results show that there is a higher satisfaction with public transport and family medicine centers, and less with parking spaces, sidewalks and environmental protection. Also, most of the respondents are satisfied to some extent with the work and performance of the mayor, the municipal assembly and the administration of the municipality. The main problems identified are unemployment, road infrastructure and lack of economic development.

This analysis would enable decision-makers to understand the perceived performance of local institutions and plan and prioritize accordingly.

Considering the role that municipal governments play in providing public services to the population, identifying citizens' perceptions and areas of concern is of great importance to policymakers at the local level.

Discussion and publication of the analysis on the second phase of rationalization of agencies and regulators in Kosovo

25 November 2020

On November 25, PIPS published the analysis on the second phase of rationalization of agencies and regulators in Kosovo. Together with representatives from key institutions involved in this reform - the assembly, the ministry of public administration and the agencies we discussed the opportunities for the second phase.

As part of the political priorities agreed between Kosovo and the EU in 2016, for the implementation of the Stabilization and Association Agreement, the implementation of the first phase of this reform has not been completed, and consequently there are delays in the implementation of the second phase, which according to the action plan for the implementation of the whole reform, was intended to be completed by the end of this year.
