Regional cooperation in the Balkans is accompanied by a deep mistrust between states. Various initiatives initiated by the European Union or EU members, have installed various mechanisms to facilitate regional relations and maximize benefits for all participating countries. However, this has often not been the case.
Kosovo, with the difficulties created by the countries of the region which deny its status, has created inequality in these cooperation. The injustices committed have caused a low efficiency in achieving regional ambitions. As a result, the Government of Kosovo has proposed a new platform for regional cooperation, which seeks to create equality through internal mechanisms.
This Policy Note analyzes in a comparative context the government proposal with the existing economic cooperation agreement. Meanwhile, it provides an overview of how the new proposal would work, in the normative framework.
A positive transformation of the political landscape in the Balkans is necessary. Therefore, it is vital to create cooperation tools to increase trust and push the region closer to the EU.
