The incomplete puzzle: How should Kosovo approach the 5 EU non-recognizers?

The paper offers a brief history and different perspectives of EU Member states which do not formally recognize Kosovo. This paper also provides recommendations in order to improve the effectiveness of Kosovo's foreign policy. Diplomatic recognition is one of the key priorities of Kosovo's foreign policy. International recognition depends heavily on the diplomatic strategy of foreign policy. This article argues that recognitions from 5 non-recognizing countries are of particular importance given Kosovo's geostrategic goals as well as its aspirations for Euro-Atlantic integration. Due to the limited success over the last ten years, there is a need for Kosovo to reformulate and reorganize its diplomatic arsenal for a more productive approach in relation to the non-recognizing 5 EU Member States.
