Thematic discussion:"Policies for Energy Efficiency in Kosovo: The Parliament's role and institutional' willingness to apply the obligations for EE"

On 27 June 2018, the Prishtina Institute for Political Studies held the thematic discussion on "Policies for Energy Efficiency in Kosovo: The Parliament's role and institutional' willingness to apply the obligations for EE". This discussion gathered MPs, representatives of institutions, representatives from academia, embassies, civil society etc.

Opening speeches were held by Mrs. Leonora Kryeziu - Director of PIPS, and Mrs. Jasna Sekulovic - Regional Project Manager (GIZ ORF EE).

During the event Mr. Bedri Dragusha presented the PIPS publication entitled "Kosovo's Obligations in the Field of Energy Efficiency and Harmonization with the Stabilization and Association Agreement". Also, Mr. Avni Sfishta - Manager of the Kosovo Project for Energy Efficiency, gave a presentation on the topic "Energy Efficiency on the Road to Energy Transition". Mr. Sfishta highlighted that there are many opportunities for energy transition in Kosovo, but political will is needed to make the necessary steps forward.

Mrs. Sala Berisha - Chairperson of the Parliamentary Committee on Economic Development pointed out the role of the parliament in enhancing these processes and laid down the matters that are already under consideration within the committee regarding energy efficiency, one of which the Draft Law on Energy Efficiency. Mr. Luan Morina, Director of the Energy Department at the Ministry of Economic Development, spoke about institutional readiness to commit to the necessary actions and Mr. Arsim Kuliqi talked about the work of Kosovo Agency for Energy Efficiency, as Director of the Agency.

This event highlighted the need for stronger cooperation between key actors in the field of EE. During the discussion the request of MPs for professional cooperation with experts and stakeholders was emphasized, with the aim of adapting the necessary policies to fulfill the needs and obligations regarding energy efficiency.

This event was held as part of the project “Regional cooperation and competence development of parliamentarians of South-East Europe on energy efficiency and climate topics”.

Building on over two decades of experience and a strong alumni network of more than 700 young professionals, PIPS will focus on strengthening inclusive leadership, fostering collaboration across divides, and promoting constructive political dialogue. The strategy places particular emphasis on youth engagement, social cohesion, interparty dialogue, and evidence-based policymaking as key drivers for a democratic, peaceful, and inclusive Kosovo.

Through its flagship School of Politics, expanded alumni initiatives, and structured dialogue platforms, PIPS aims to counter polarization, support accountable governance, and contribute meaningfully to Kosovo’s European integration path over the next five years.
