2nd South-East Europe Parliamentary Forum on Energy Efficiency and Climate was held

PIPS participated in the 2nd South-East Europe Parliamentary Forum on Energy Efficiency and Climate, held on 27 November in Skopje, organized by GIZ Open Regional Fund for South-East Europe - Energy Efficiency. MPs and representatives of civil society from 6 countries of the region participated in the Forum.

The Forum consisted of a presentation and discussion about energy poverty and presentations of MPs regarding progress in the energy field within the respective parliaments.

The Forum was organized for the first time in 2017 at the Energy Community as an exchange platform between MPs, parliamentary staff and Schools for Political Studies from these countries. Namely, in Kosovo, PIPS continues its close cooperation with the Committee for Economic Development, Trade, Industry, Infrastructure and Regional Development.

During the Forum, the Chairperson of this Committee, Ms. Sala Berisha Shala, presented the work of the Committee on the new Law on Energy Efficiency, adopted on 2 October 2018 by the Assembly of Kosovo.

Instituti i Prishtinës për Studime Politike ka publikuar Raportin e Katërt Monitorues: Strategjia e Energjisë e Republikës së Kosovës 2022-2031, për periudhën 2025 (duke përfshirë edhe masat e paplotësuara të viteve paraprake). Raporti është bërë në kuadër të projektit ‘Rritja e llogaridhënies publike në procesin e integrimit evropian’, në bashkëpunim me Lëvizja FOL, i mbështëtur nga programi MATRA, i cili financohet nga Ambasada e Mbretërisë së Holandës në Kosovë.

THIRD MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2024)

The Energy Strategy of the Republic of Kosovo was approved by the Assembly of Kosovo on March 8, 2023.

This Strategy aims to address current challenges and lay the foundations for a future energy sector that will provide security of supply, clean energy, energy efficiency and active citizen participation. The strategy includes the integration of the electricity system of Kosovo in the regional and pan-European market, with special emphasis on the use of renewable energy sources (RE) and close cooperation with the Republic of Albania.
The Republic of Kosovo is at a key point in the development of its energy sector, guided by the Kosovo Energy Strategy 2022-2031. This strategy serves as a framework towards a sustainable, efficient and reliable energy system that supports the country's economic growth and improves the well-being of its citizens. In this context, PIPS monitors the implementation of the Energy Strategy, and this report is the third in a row. The monitoring report serves as another tool, becoming a comprehensive overview of their progress towards the strategy for the year 2024 (including the year 2023). The report aims to assess the distinct and common challenges throughout the years of implementation of the strategy.

Udhëzuesi për shërbimet digjitale komunale - Komuna e Suharekës

Instituti i Prishtinës për Studime Politike (PIPS), në bashkëpunim me Komunën e Suharekës, ka realizuar një manual praktik për përdorimin e shërbimeve digjitale në këtë komunë.

Ky udhëzues ofron informata të detajuara mbi mënyrën e përdorimit të platformave si eKosova dhe Ndreqe.com, të cilat janë identifikuar si shërbimet më të përdorura nga qytetarët, bazuar në një anketë të fundit. Anketa ka evidentuar sfidat që qytetarët hasin në përdorimin e faqes së komunës dhe ka reflektuar nivelin e kënaqësisë së tyre me shërbimet online, duke nxjerrë në pah edhe mënyrat e preferuara të informimit rreth tyre.

Ky projekt synon të rrisë transparencën dhe të fuqizojë zyrtarët publikë në përputhje me Reformën e Administratës Publike dhe si aktivitet të fundit, kishte krijimin e këtij manuali që adreson nevojat e qytetarëve dhe lehtëson qasjen e tyre në shërbime.

Manuali është prodhuar në kuadër të projektit “WeBER 3.0” për Reformën e Administratës Publike në Ballkanin Perëndimor. WeBER zbatohet nga Think for Europe Network (TEN) dhe Qendra për Kërkime në Administratën Publike (KDZ). PIPS është një nga përfituesit e WeBER 3.0 në kuadër të Local PAR Citizen Engagement Small Grant Facility 2024/2025. Projekti financohet nga Bashkimi Evropian dhe Agjencia Austriake për Zhvillim (ADA). Përmbajtja e këtij manuali reflekton pikëpamjet e autorëve dhe nuk pasqyron domosdoshmërisht ato të BE-së, ADA-s, TEN-it apo KDZ-së.

Dialogu i Prishtinës: Ballkani dhe Azia e Jugut

Dialogu i Prishtinës: Ballkani dhe Azia e Jugut, e mbajtur më 25 nëntor 2024, në Prishtinë, shënoi një moment të rëndësishëm në rrugën e Kosovës drejt bashkëpunimit ndërrajonal. Ngjarja ofroi një platformë unike për të eksploruar sfidat dhe mundësitë e përbashkëta të Kosovës dhe Azisë Jugore (Bangladesh, Indi, Nepal, Pakistan dhe Shri Lanka) ndërmjet këtyre rajoneve të ndryshme.

Ky dokument i shkurtër përmbledh të gjeturat kryesore nga ky aktivitet, të organizuara rreth tre shtyllave kryesore: qeverisja demokratike, diplomacia ekonomike dhe roli i aktorëve jo-shtetërorë në nxitjen e bashkëpunimit. Dokumenti ofron rekomandime praktike për politikëbërësit dhe akterët e tjerë të përfshirë, me synim forcimin e marrëdhënieve ndërrajonale dhe pozicionimin e Kosovës si një akter aktiv në arenën ndërkombëtare.
