Challenges stemming from a lack of coordination and normalization of political relations with Serbia have strained the management of Ujman and the Ibar canal. With this in mind, the US-led discussions in the White House on September 4, 2020 attempted to address this issue, and in point seven of the agreement a feasibility study was proposed that looked at the possibilities of sharing the flow of water.

This summary note aims to analyze the case of "Lake Ujman" focusing on regional cooperation and economic importance. Furthermore, this paper focuses on the geopolitical importance of Lake Ujman, the Washington Agreement and the recommendations arising from this agreement, similar cases and international precedents for shared management of water resources, and the consequences of the agreement.

"The Citizens' Mindset towards Political Questions" survey was first published by the Prishtina Institute for Political Studies (PIPS), in collaboration with the Konrad Adenauer Stiftung (KAS) Office in Prishtina.

The survey aims to produce credible results that will be useful to those involved in the field, i.e. political parties, decisionmakers, policymakers, scholars, analysts and others.

The results of the survey are divided into two parts: Perspectives on the state's relationship with the economy and individual freedoms, as well as perspectives on politics and political participation.

Summary report on Kosovo’s public administration reform

For Kosovo as a new state, an efficient and accountable public administration is a crucial portion of democratic governance and state functioning. Reforming and improving the functioning of public administration has been a key issue in the EU-Kosovo relations in the recent years.

This summary report aims to reflect and discuss on the situation of the public administration reforms in Kosovo in the recent years, through focusing on the documents and strategies that have been approved during this period. Furthermore, the report will analyze the key achievements and implementation level of PAR thus far and suggest recommendations for the new Government of Kosovo to implement, based on the main challenges that need to be addressed.

This report has been prepared as part of the project "Strengthening Transparency and Accountability for Reforms" implemented by PIPS and Lëvizja FOL, and supported by the Embassy of the Kingdom of the Netherlands in Kosovo.

Real Estate in Kosovo - Opening the market with the EU

Foreigners in Kosovo can only own real estate if they acquire ownership through inheritance. Given Kosovo's aim to join the European Union(EU), this situation is changing. The Stabilization and Association Agreement (SAA) between Kosovo and the EU foresees the opening of the Kosovo real estate market to citizens and companies of EU member states.

Despite the clear provisions of the SAA in this regard, in practice this market opening is challenged in principle by the current legal framework for property rights and their implementation in Kosovo.

This study analyzes the legal framework, challenges and expected impact, and provides recommendations.

PIPS has published a new policy brief with the title 'Responsible Reporting on Dealing with the Past and Media Challenges in Kosovo' examining the role of the media in reporting on dealing with the past, transitional justice, and reconciliation in Kosovo. The brief, authored by Besian Beha and peer reviewed by Korab Krasniqi, highlights the challenges faced by journalists and media outlets when covering sensitive issues related to war, victims, justice processes, and social cohesion.

This publication was produced as part of the project “Building Bridges of Accountability: The Path to Reconciliation II” implemented by PIPS. This year’s program is built around five thematic modules, which address some of the most important political and social challenges in Kosovo, the region and beyond. The Prishtina Institute for Political Studies (PIPS) presents its Organizational Strategy 2025–2030 at a critical moment for Kosovo’s democratic development. Amid growing political polarization, social fragmentation, and geopolitical uncertainty, the strategy reaffirms PIPS’ role as a trusted, independent platform for political education, dialogue, and leadership development.

Building on over two decades of experience and a strong alumni network of more than 700 young professionals, PIPS will focus on strengthening inclusive leadership, fostering collaboration across divides, and promoting constructive political dialogue. The strategy places particular emphasis on youth engagement, social cohesion, interparty dialogue, and evidence-based policymaking as key drivers for a democratic, peaceful, and inclusive Kosovo.

Through its flagship School of Politics, expanded alumni initiatives, and structured dialogue platforms, PIPS aims to counter polarization, support accountable governance, and contribute meaningfully to Kosovo’s European integration path over the next five years.
