The Role of the EU Growth Facility in Advancing Reform and Integration

This policy brief examines the EU Growth Plan for the Western Balkans as a critical opportunity for Kosovo’s European integration. It assesses Kosovo’s institutional readiness to implement reform-linked financing, identifies structural gaps in governance, public administration, energy transition, and human capital, and warns of the risk of losing funds due to weak coordination. The brief argues that only credible reforms, timely legislation, and investment-ready projects can turn the Growth Plan into a driver of sustainable growth and EU convergence.


Rising Political Apathy among Youth in Kosovo

This policy brief explores the paradox between Kosovo’s young demographic profile and the declining political engagement of youth over the past decade. It highlights reduced civic activism and collective mobilization beyond elections, contrasting Kosovo’s experience with regional protest trends. By examining socio-economic, institutional, and trust-related factors, the brief identifies the structural drivers of political apathy and proposes concrete measures to foster more active and meaningful youth participation in public life.


Hate Speech and Disinformation Targeting Women in Kosovo

This policy brief analyzes how the expansion of digital communication has disproportionately exposed women in politics, media, and civil society to online harassment, disinformation, and gendered attacks. Drawing on key national and international studies, it identifies structural challenges that undermine women’s public participation and reinforce gender inequality. The brief proposes actionable recommendations to strengthen digital safety, institutional accountability, and build a safer, more inclusive digital public sphere.


All three policy briefs were developed by participants of the 23rd Generation of the School of Politics, and PIPS extends its appreciation to Anila Ademi, Alma Bajramaj, Artiola Babuni, Shend Blaku, Ridona Berisha, Sara Dumani, Donjeta Jashari, Nora Dragaj, Leke Morina, Gojart Sejdiu, and Ardita Zeqiri, as well as the reviewers Butrint Berisha and Ilir Deda for their valuable feedback and support.

Postanite deo transformativnog iskustva kroz jedan od prvih programa neformalnog političkog obrazovanja na Kosovu! Škola politike, osnovana sa ciljem osnaživanja lidera u političkim, ekonomskim, društvenim i kulturnim sferama, otvorila je poziv za prijavu za svoju 24. generaciju. Zasnovan na stubovima demokratije, naš program traje od marta do novembra i obuhvata seminare, diskusije i predavanja koja razvijaju kritičko mišljenje i demokratske vrednosti. Program nudi mogućnosti za produbljivanje znanja u oblastima kao što su upravljanje, liderstvo, ljudska prava i građanski angažman, opremajući učesnike znanjem da oblikuju budućnost kao aktivni građani i lideri na Kosovu.

Prishtina Institute for Political Studies (PIPS) hosted the Policy Pitch Night, where participants of the School of Politics 2025 presented the Policy Briefs they have been developing over the past months.

Through rigorous analysis and collaborative work, the groups addressed some of Kosovo’s most pressing policy challenges, offering fresh perspectives and actionable recommendations.

The participants of the School of Politics, Generation 23, stayed in Strasbourg from November 4 to 8, where they took part in the World Forum for Democracy 2025, held this year under the theme “Democracy at Risk: How Can We Revive It?”.

It was a trip filled with valuable experiences, inspiring discussions, and, of course, plenty of fun and positive energy from the Generation 23 group!

Prishtina School of Politics is part of the multilateral forums of the Council of Europe's School of Politics Network and the Association of School of Politics.

Schools Network was created by the Council of Europe in 2005 in order to provide a framework for the exchange of information, expertise and practices between the Schools. The network also provides a milieu in which regional and bilateral activities between two or more schools take place. Today Schools of Politics operate in Central, Eastern and South-Eastern Europe, the South Caucasus. Such a wide reach has necessarily increased the need for cooperation, therefore the network offers such opportunity. To find out more about the School Network download the following documen here.

Association of School of Political Studies of the Council of Europe was founded in 2008 by the Directors of Schools of Politics, with the aim of strengthening links, stimulating development and supporting the schools. Equipped with a legal framework, Schools now have a tool that allows the Network to communicate with its own voice.

The Association plays an important role in supporting School Alumni. The Association's website has become a major hub for communication and information for its members, and provides a platform for dialogue and exchange between school graduates and current participants. The World Forum for Democracy

The World Forum for Democracy (formerly the Summer University for Democracy) is one of the most important activities of the School of Politics. This event annually brings together in Strasbourg School of Politics of all countries, and in addition, as the program is open to other participants as well.

The themes of the World Forum on Democracy vary from year to year. Until now, participants have had the opportunity to attend editions discussing democracy, power, social cohesion, social inclusion, political elites, the new Europe, the Arab Spring, media gender representation and information.

Prishtina School of Politics has been represented in this event with over 250 participants over the years. The World Forum on Democracy also serves as a platform for sharing experiences and sharing best practices, applied in a variety of contexts.
