Justice System Reform during 2021

The justice system has so far undergone ongoing reforms and there have been efforts by various Governments to prioritize long-term challenges that make it impossible for justice institutions to function and provide justice to citizens. Reforming the justice system in Kosovo continues to be an often problematic challenge. With the help of the requirements of the European Union (EU), especially after the entry into force of the Stabilization and Association Agreement (SAA) as the first mandatory instrument for the implementation of EU integration reforms, the reform of the justice system seems to be taking shape more clearly and measurably. This analysis aims to discuss the current state of justice system reform in Kosovo during 2021, in particular in the context of the implementation of the SAA and other reforms for EU integration. The first part provides a context for this reform, discussing the priorities of the Government Program, in relation to the obligations arising from the SAA and the relevant documents for its implementation in Kosovo. The second part discusses in detail the concrete reforms in the justice system, focusing on the achievements so far and what remains to be addressed in the remaining years of the implementation of the Government Program. The main conclusions and some recommendations to address the main challenges and shortcomings discussed are summarized.
