Prishtina School for Political Studies held the second seminar (20-22 April) on "State as the Fundamental Framework of Governability: The Politics of Public Policies". This seminar explored the current context of the relationship between politics and public policy, especially in relation to Kosovo's development and state-building process. In a broader perspective, the seminar also focused on the relations between of ideologies and theoretical arguments, and how they are translated to public policy aiming at economic development. On the first day, Dastid Pallaska (Lawyer) lectured on the role of rule of law in state-building and institutional reforms in the context of economic development and European integration. During the second day we focused on finding the right pathway for Kosovo's economic development. The first lecture was held by Visar Ymeri (Group of Independent MPs), who spoke about the leftist perspective of economic reforms for Kosovo; and Alban Zogaj (Chief Economist at MCC) who discussed the prospects of Kosovo's economy from the perspective of the right wing; and Neritan Sejamini (Lecturer at University of Tirana) closed the day with a lecture on the role of ideology in shaping public policies. At the last day of the seminar lectures were held by Artan Mustafa (Lecturer and Researcher of Social Policies), who presented the social policies of Kosovo from a historical viewpoint; and Agon Maliqi (Expert of Development Policies), who talked about the role of the education system in the well-being of citizens and its correlation to society's economic development.
