Political obligations in Kosovo

This study addresses the essence of state-society relations in Kosovo, that of political obligations. Combining an original analytical framework with rich empirical evidence, the study finds that political obligations are highly connected with the extent to which people's needs are met, their rights recognized and protected, and their agency and capabilities enabled. As this study illustrates, the intersection of these aspects provide the essential ingredients for an active and critical citizenry in Kosovo. Current political and socioeconomic conditions in Kosovo speak of the fragile state-society relations evident with resilience, informality, public distrust, as well as more proactive forms of citizen resistance and disobedience. An overcoming of this complex relationship requires changing in how people perceive the state, which should be as a joint commitment and common good, and how the state sees the society, which should be the source of legitimacy and democratic representation.

Dialogu i Prishtinës: Ballkani dhe Azia e Jugut

Dialogu i Prishtinës: Ballkani dhe Azia e Jugut, e mbajtur më 25 nëntor 2024, në Prishtinë, shënoi një moment të rëndësishëm në rrugën e Kosovës drejt bashkëpunimit ndërrajonal. Ngjarja ofroi një platformë unike për të eksploruar sfidat dhe mundësitë e përbashkëta të Kosovës dhe Azisë Jugore (Bangladesh, Indi, Nepal, Pakistan dhe Shri Lanka) ndërmjet këtyre rajoneve të ndryshme.

Ky dokument i shkurtër përmbledh të gjeturat kryesore nga ky aktivitet, të organizuara rreth tre shtyllave kryesore: qeverisja demokratike, diplomacia ekonomike dhe roli i aktorëve jo-shtetërorë në nxitjen e bashkëpunimit. Dokumenti ofron rekomandime praktike për politikëbërësit dhe akterët e tjerë të përfshirë, me synim forcimin e marrëdhënieve ndërrajonale dhe pozicionimin e Kosovës si një akter aktiv në arenën ndërkombëtare.

Dixhitalizimi në Suharekë - Gjetjet nga anketa

Me qëllim rritjen e transparencës dhe fuqizimin e zyrtarëve lokalë në përputhje me Reformën e Administratës Publike, përmes anketës së fundit kemi identifikuar sfidat që qytetarët hasin në përdorimin e uebsajtit të komunës. Anketa gjithashtu reflekton nivelin e kënaqësisë së qytetarëve me shërbimet online dhe mënyrat se si do të preferonin të informoheshin për këto shërbime.

Meqenësë projekti synon të rrisë transparencën dhe të fuqizojë zyrtarët në përputhje me Reformën e Administratës Publike duke krijuar një manual për përdorimin e uebsajtit që adreson nevojat e qytetarëve dhe përmirëson qasjen në shërbime, përmes pyetësorit të realizuar, ne kemi arritur të identfikojmë problemet e qytetarëve në përdorimin e website-it të komunës së Suharekës.

Prodhuar në kuadër të projektit “WeBER 3.0” për Reformën e Administratës Publike të Ballkanit Perëndimor. WeBER zbatohet nga Think of Europe Network – TEN dhe Qendra për Kërkime në Administratën Publike – KDZ. PIPS është një nga përfituesit e WeBER 3.0 brenda Local PAR Citizen Engagement Small Grant Facility 2024/2025.

SECOND MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2023)

The Energy Strategy of the Republic of Kosovo was approved by the Assembly of Kosovo on March 8, 2023.

This Strategy aims to address current challenges and lay the foundations for a future energy sector that will provide security of supply, clean energy, energy efficiency and active citizen participation. The strategy includes the integration of the electricity system of Kosovo in the regional and pan-European market, with special emphasis on the use of renewable energy sources (RE) and close cooperation with the Republic of Albania.
In this context, the monitoring report serves as an essential tool, providing a comprehensive assessment of the progress of the implementation of the strategy for the year 2024 (including the years 2022 and 2023). Therefore, PIPS is continuing to monitor the strategy, and this report is the second part of the monitoring report series, covering all outstanding measures of 2022 and 2023, as well as all measures of 2024.

The report aims to assess achievements and identify challenges during these years of strategy implementation.

Vjetari i Politikës së Jashtme (2023)

Ky raport ofron një analizë të shkurtër të politikës së jashtme të Kosovës përgjatë vitit 2023, deri më 15 shkurt 2024. Qëllimi i këtij raporti është të dokumentojë të zhvillimet, sfidat dhe objektivat strategjike të Kosovës në lidhje me politiken e jashtme. Të dhënat e mbledhura përfshijnë deklaratat zyrtare të qeverisë, të dhënat e takimeve diplomatike dhe analizat e angazhimeve ndërkombëtare.

Kapitujt më detajisht flasin për marrëdhëniet bilaterale apo dypalëshe, njohjen diplomatike dhe anëtarësimin në organizatat ndërkombëtare, integrimin euroatlantik, dialogun për normalizimin e marrëdhënieve me Serbinë, si dhe performancën e MPJD-së së Kosovës gjatë vitit 2023.
