Launch of the publication "A Critical Overview of the Organization and Implementation of Kosovo’s Foreign Policy"

On 1st of August, Prishtina Institute for Political Studies published the report "A Critical Overview of the Organization and Implementation of Kosovo’s Foreign Policy". The report particularly discusses the functioning of Ministry of Foreign Affairs, while at a larger scale it focuses on Kosovo’s foreign policy as a whole. In terms of findings, the report identifies the need for intervention in the internal structure of MFA (its organogram). The reports recommends modifying and changing the thematic departments within MFA, by merging two or more of them where it is allowed, and creating new ones; adding divisions to the thematic departments; increasing the number of General Director to two or more. Amongst key recommendations, the report suggests that MFA should particularly intensify its actions in: 1. Nurturing relations with recognizing countries, by creating a systematic approach of communication with these countries, as an issue of vast importance. Currently, within the existing setup of MFA, there are no departments nor Desk Officers covering solely countries of specific regions. 2. Taking advantage of the Title II of SAA for Political Dialogue. The title II of Stabilization Association Agreement, signed by Kosovo and EU, notes that EU will assist Kosovo’s integration to democratic international community, where circumstances allow. Until now, this provision has not been utilized. MFA should further work upon this provision, through asking for official assistance of EU in its integration process. 3. Relations with Bosnia and Herzegovina (BiH). Kosovo should seek full normalization of relations with BiH, as an issue of great importance for solving the open disputes in the region. Kosovo should ask EU to incorporate full normalization of relations of BiH with Kosovo as a criteria for its European path. In addition, the report discusses several internal and external challenges of Kosovo’s foreign policy: the fragility of international legitimacy, Kosovo’s image and negative reputation of its leaders, the politization of the diplomatic staff and inter-institutional coordination.This roundtable was organized as part of the project "Improving Democratic Practices and Decision-Making Quality in Kosovo's Foreign Policy", funded by the DSP scheme managed by KCSF, funded by the Swiss Agency for Development and Cooperation and the Danish Ministry of Foreign Affairs.

On July 7, the Pristina Institute for Political Studies (PIPS) published the policy analysis "Rationalization of Independent Agencies and Regulators in Kosovo". The analysis drafted after a period of several months of research provides an overview of the current situation of public administration reform, namely the implementation of the rationalization of independent, executive and regulatory agencies.

OPEN CALL FOR APPLICATIONS FOR SCHOOL FOR POLITICAL STUDIES 2021

Prishtina School for Political Studies has opened the call for application for the admission of candidates for the nineteenth generation (19).

School for Political Studies is one of the first non-formal political education programs in Kosovo and the oldest program that is still active. School for Political Studies has been implemented by the Prishtina Institute for Political Studies since 2003 through the support of the Council of Europe.

The aim of the program is to promote a new political culture for young leaders in line with the three key principles of the Council of Europe: democracy, rule of law and human rights. Throughout a year 30 participants coming from political parties, media, civil society, public administration etc. have the opportunity to attend modules with lectures from eminent local and international speakers. The program is currently implemented in 22 different countries around the world and graduates are certified by the Council of Europe and the Secretary General of this organization.
