Stalled normalisation between Kosovo and Serbia: What is the Way Forward?

The latest publication of PIPS addresses the topic of normalization of relations between Kosovo and Serbia. The publication is organized through a special format, which summarizes the main points of three separate discussions with experts on the topics of the Association of Serb Majority Municipalities, Transitional Justice and Dealing with the Past, as well as Foreign Policy and Regional Cooperation.
The discussions were organized based on Chatham House rules with Albanian and Serb experts and academics. The key debates of these discussions were then condensed into this publication, which revolves around the continuous issues obstructing the normalization of relations between Kosovo and Serbia, the role of the European Union, and the way forward. The project was supported by the Council of Europe.

Annual Review of Kosovo's Foreign Policy (2024-25)

The Annual Review of Kosovo's Foreign Policy (2024-25) reflects the main developments in bilateral relations, efforts for new diplomatic recognitions, advancement in Euro-Atlantic integration processes, and ongoing challenges in the dialogue with Serbia, during the reporting period 1 January 2024 to 15 March 2025.

The document provides a comprehensive overview of the actions of the Ministry of Foreign Affairs and Diaspora, including internal reforms, engagement with the diaspora and initiatives for economic and cultural diplomacy. Through the analysis of partnerships with countries in the region, Europe, the US and beyond, the report aims to provide a clear overview of Kosovo’s achievements and obstacles on the international stage during this period.

Instituti i Prishtinës për Studime Politike ka publikuar Raportin e Katërt Monitorues: Strategjia e Energjisë e Republikës së Kosovës 2022-2031, për periudhën 2025 (duke përfshirë edhe masat e paplotësuara të viteve paraprake). Raporti është bërë në kuadër të projektit ‘Rritja e llogaridhënies publike në procesin e integrimit evropian’, në bashkëpunim me Lëvizja FOL, i mbështëtur nga programi MATRA, i cili financohet nga Ambasada e Mbretërisë së Holandës në Kosovë.

THIRD MONITORING REPORT: ENERGY STRATEGY OF THE REPUBLIC OF KOSOVO 2022-2031 (Period 2024)

The Energy Strategy of the Republic of Kosovo was approved by the Assembly of Kosovo on March 8, 2023.

This Strategy aims to address current challenges and lay the foundations for a future energy sector that will provide security of supply, clean energy, energy efficiency and active citizen participation. The strategy includes the integration of the electricity system of Kosovo in the regional and pan-European market, with special emphasis on the use of renewable energy sources (RE) and close cooperation with the Republic of Albania.
The Republic of Kosovo is at a key point in the development of its energy sector, guided by the Kosovo Energy Strategy 2022-2031. This strategy serves as a framework towards a sustainable, efficient and reliable energy system that supports the country's economic growth and improves the well-being of its citizens. In this context, PIPS monitors the implementation of the Energy Strategy, and this report is the third in a row. The monitoring report serves as another tool, becoming a comprehensive overview of their progress towards the strategy for the year 2024 (including the year 2023). The report aims to assess the distinct and common challenges throughout the years of implementation of the strategy.
